Validation rules for unavailability time blocks

I want to set up validation rules for unavailability reporting. When my workers add unavailabilities to the schedule, these rules should apply. Especially for these use cases:
- Unavailability can only be reported before a new month has started.
- Senior employees can't have unavailability on the same day.

As a manager, I don't want employees to be able to enter unavailability numbers indefinitely. For example, since a big festival is taking place this month, where many employees want to go, most of the waiters have marked these days as "Unavailable". How can I somehow limit how many days or who can add unavailabilties?

I do not want that employees can submit unavailabilities whenever they want. If they had enough time to submit these and if I did the scheduling already, I do not want that employee can submit unavailability e.g 2 days before a scheduled shift.
